It functions like 50 countries grouped together in a Republic. Each state has a Governor with the power of a president. Each state has its own laws, executive orders, rules and regulations. What the Federal Government can, or can not do is decided by mutual agreement. Conflicts go through the court system.

A U.S. style statehood for the Ukraine within a Russian federation would be best for both sides. Zelenskyy would still have almost total control over Ukrainian territory. Russia would be an overseeing authority with its own legal powers. A written Constitution would be agreed upon with third party arbitration attached to settle disputes. The arbitrator could be the U.S., EU, UN, anyone they want.

Do they want peace or do they want war, death and destruction. Ultimately, its going to be up to them.
