Release a details description of the plan. When citizens register for the money by providing their social security number and mailing address,

1 — give the option to donate the money to a charity
or
2 — request their 5,000 dollar share be put back into the coffer , to be redistributed to people that live below the federal poverty line

in other words, wealthy people who don’t need it can ” recycle ” their share, then the money is pooled and the total is divided to the poor. An unemployed cripple for example, could receive 5,150 instead of 5,000

This will shut up the critics and the commies. The money has been transformed from a “bribe” to a humanitarian program.
